144. Following the recommendations of the 7th Central Pay Commission (CPC), which specific cadres in the Department of Posts have been classified as "Operational Staff" for the purpose of granting Overtime Allowance (OTA), and what are the mandatory conditions for such payments?

In accordance with Order No. F.No.52-01/2018-PAP dated 08.07.2020, the Department of Posts officially enlisted 22 categories of employees as "Operational Staff." This list includes cadres such as Multi-Tasking Staff (MTS), Postmen, Mail Guards, Sorting Assistants, Postal Assistants (both in Post Offices and Savings Bank Control Organizations), Staff Car Drivers, and various technical staff like Lift Operators and Wiremen. The classification was made to align with the Department of Personnel & Training (DoPT) guidelines issued in June 2018.

The order further stipulates that the grant of OTA is strictly regulated and not an automatic entitlement. Payment is subject to the condition that the official must be directed in writing by a superior officer to perform urgent work. Furthermore, the calculation of OTA must be linked to biometric attendance systems wherever operational. For staff categories already receiving a consolidated "Double Duty Allowance," such as Postmen performing extra beats, the grant of OTA is explicitly prohibited to avoid duplicate compensation for the same period of duty.
