Clarification on OTA/Honorarium for RD/MIS Decentralization

139. How should staff working in Post Offices be compensated for the excess workload arising from the decentralization of Recurring Deposit (RD) and Monthly Income Scheme (MIS) work, and what steps must be taken before granting incentives for MIS work?

According to Order No. SB/54-1/99 pt dated 28th October 2004, Regional Postmasters General (PMSG) are authorized to ascertain the arrears position of RD work in operative offices and grant eligible Overtime Allowance (OTA) to clear those arrears. For day-to-day operations, the regions are responsible for deciding the quantum of OTA based on the actual workload of the office; if the workload exceeds prescribed hours, staff should be suitably compensated.

Regarding MIS work, the order clarifies that existing incentive schemes remain in effect as per Directorate instructions. However, before MIS work can be performed on an incentive basis, regions must first conduct an establishment review based on current norms. Incentive-based work is only permitted if the review identifies a staff shortage that cannot be resolved through other available means, such as redeployment
