132. According to Order No. PP-16/6/2020-PAP dated 12th November, 2020, what are the clarified rules regarding the grant of compensatory leave and the performance of overtime duty within the Department of Posts?

In accordance with the Department of Posts order dated 12th November, 2020, the department has mandated that the guidelines issued by the Department of Personnel & Training (DoPT) must be strictly followed concerning duties performed on holidays or beyond regular hours. The primary directive is that administrative authorities must organize work such that it is completed during normal working hours through tightened supervision. If, however, work on holidays or excessive duty hours becomes inescapable due to urgent public interest, employees should normally be granted compensatory off-days rather than monetary compensation.

The order further specifies that for duty performed on Sundays or public holidays, a full day of compensatory leave is the standard rule. In exceptional circumstances where work is of such an urgent nature that it cannot be postponed and a compensatory off cannot be granted, the competent authority may authorize overtime work. In these instances, the authority must specify the required duration in advance. It is also clarified that while compensatory leave should be the first priority, any overtime allowance calculated for work beyond full prescribed hours is subject to a mandatory deduction of one hour of "free duty," as per the underlying DoPT O.M. dated 19.03.1991.
