131. According to Order No. A-27016/03/2017-Estt.(AL) dated 19th June, 2018, which categories of government employees remain eligible for Overtime Allowance (OTA), and what are the primary conditions for its calculation and grant?

Under the decision of the Government of India following the 7th Central Pay Commission (CPC) recommendations, OTA is discontinued for all categories except "Operational Staff" and industrial employees governed by statutory provisions. Operational Staff are defined as non-ministerial, non-gazetted Central Government servants directly involved in office operations, including those handling electrical or mechanical equipment. The grant of OTA is strictly linked to biometric attendance and requires a written directive from a senior officer for urgent work. For Staff Car Drivers, if parking is far from the office, a grace period of up to 2 hours is permitted for travel, with calculations supported by verified log books. Similarly, field officials may have OTA calculated based on vehicle log books if they proceed directly from home to field work. Notably, the government decided not to revise the rates of OTA; therefore, the rates prescribed in the O.M. dated 19th March, 1991, remain in effect. These instructions are applicable retroactively from 01 July, 2017.
