741. When the charge sheet contained vital defects, charged officer was gravely misled and could not defend himself. The punishment was quashed
(ATR 1990(2) P.226).
742. Charge sheet must be complete with Annexure I, II, III and IV. Incomplete charge sheet was quashed

743. Statement of witnesses should be supplied if requested for to reply to the charge sheet.

744. A letter calling to explain certain facts cannot be termed as charge sheet and disciplinary proceedings cannot be initiated on the basis of such a letter.
