94. What are the two major proposed amendments to the Central Civil Services (Joining Time) Rules, 1979, as outlined in the Office Memorandum with the Order No. 19011/03/2013-Estt.(AL)?
The Office Memorandum with the Order No. 19011/03/2013-Estt.(AL), dated November 17, 2014, details proposed amendments to the CCS (Joining Time) Rules, 1979. Two major proposed amendments are:
1. Amendment to Rule 4(4) (Appointment by Competitive Examination/Interview): The existing provision regarding joining time for Central and State Government employees appointed through competitive examination/interview is proposed to be amended. Under the proposed rule, such employees will be entitled to joining time only if they opt for having their past service in the Central/State Government counted for all purposes in the Central Government. Additionally, the existing provision regarding temporary Central Government employees who have not completed 3 years of regular continuous service not being entitled to joining time pay is proposed to be deleted.
2. Addition of Note II below Rule 5(4) (Additional Time for Specific Regions): A new Note II is proposed to be added under rule 5(4), which states that in case of transfer of a Government servant to or from the North Eastern Region, including Sikkim, Andaman & Nicobar Islands, Lakshadweep and Ladakh, two days additional time will be admissible. This is over and above the normal joining time, which is reckoned on the basis of the actual distance between the old and new place of posting.
