 One Day, One Minute, One Rule – 103. Clarification on TA/DA for Training Trainees (Post-2008)

103. What was the previous provision for Daily Allowance (DA) for outstation participants in compulsory residential training programs before September 1, 2008, and what is the current ruling regarding the payment of a special allowance of 1/4th DA under the New TA Rules effective from that date?

The clarification, issued by the Postmaster General, Chennai City Region, on 17.04.2015, addresses the admissibility of TA/DA to trainees deputed for training.

Previous Provision (Before 01.09.2008): In the case of residential training programs where boarding and lodging were compulsory and provided at fixed rates for outstation participants, a special allowance of 1/4th of Full Daily Allowance (DA) was eligible, along with the actual expenditure on boarding and lodging. This was based on G.I Dept. of Per&Trg (Trg Dn.) O.M No. 14011/5/87-TNP dated 12.01.1988.
Current Ruling (W.e.f. 01.09.2008): The present scenario is different as training centres collect variable rates for Boarding/Lodging4. The crucial ruling is that the 1/4th DA as a special allowance cannot be paid under the New package of TA Rules effective from 01.09.2008. The reasons cited are: 

(1) Accommodation/Boarding charges paid to the training centre (e.g., PTC Madurai) are fully reimbursed 
(2) The New set of TA Rules does not prescribe the 1/4th DA as a special allowance, and there is no separate element of DA as there was previously. 
(3) The purpose of TA/DA is not to become a profit to the trainee/official. Therefore, the old DA structure cannot be mixed with the new pattern.
