696. The Supreme Court laid down that charge-sheet is issued when it is framed and despatched to the employee irrespective of its actual service on the employee. (DDA Vs. H.C. Khurana 1993 (2) SLR SC 509 and UOI Vs. Kewal Kumar 1993 (2) SLR SC 534]
697. Charge sheet can be issued by any authority who has disciplinary power to impose any of the penalties prescribed in Rule 11.

700. Where charge sheet is issued on the same allegations and charges, of which he has been honourably acquitted by the Court of Law – the disc. Proceedings are not permissible.
