88. What was the specific period during the COVID-19 pandemic when officers in Pay Level 14 and above were allowed a one-time relaxation to change their option from drawing Transport Allowance back to availing the official car facility?
The Office Memorandum (O.M.) from the Ministry of Finance, Department of Expenditure, bearing No. 21/3/2020-E.II (B) and dated 11th February, 2021 , addresses the grant of a one-time relaxation of the condition for exercising the option between an official car facility and a higher rate of Transport Allowance (TA) for officers in Pay Level 14 and above.
This relaxation was necessitated by the peculiar circumstances of the COVID-19 pandemic, as officers who opted for TA (preferring their own car) sought to revert back to the official car facility. The one-time relaxation is specifically permitted only for those officers who changed their option during the period from April 1, 2020, to December 31, 2020 , provided they attended the office during that period.
