73. What are the provisions for counting ad-hoc service rendered in the Army Postal Service (APS) for the purpose of granting financial upgradation under the Time-Bound One Promotion (TBOP) or Biennial Cadre Review (BCR) schemes?
According to the order dated July 21, 2010, with the number No. 93-25/2003-SPB-II, ad-hoc service rendered in the Army Postal Service (APS) by departmental officials should be counted for the purpose of financial upgradation under the TBOP/BCR schemes. This is provided that the ad-hoc service was preceded by regular appointment in a feeder grade and followed by a regular appointment in the same grade without any interruption.
This decision was made by the Department in consultation with the Department of Expenditure, Ministry of Finance, in accordance with a judgment by the Hon'ble High Court of Jammu & Kashmir. The order also instructed that all concerned officials should be extended the benefit of TBOP/BCR schemes from the due date, and the matter should be settled accordingly.
