The order is G.S.R. 263 and was issued on 27th October, 2013 , coming into force on 23rd November, 2013 (the date of its publication in The Gazette of India). The key provisions govern the penalty of reduction to a lower service, grade, or post:
• The authority ordering the reduction must specify both the period for which the reduction is effective and whether, upon restoration, the period of reduction will operate to postpone future increments, and if so, to what extent.
• It is also stipulated that the Government servant shall regain their original seniority in the higher service, grade, or post upon restoration.
