57. What are the requirements and deadlines for imparting training to physically disabled non-matriculate erstwhile Group D employees, as outlined in the order dated June 15, 2011?
The order, dated June 15, 2011, with the number No. 1-20/2008-PCC, addresses the training requirements for physically disabled non-matriculate erstwhile Group D employees and those promoted to Postman/Mail Guard or PA/SA after January 1, 2006.
Training Requirements and Details
• Who is to be trained? Physically disabled officials who were erstwhile Group D employees as of January 1, 2006. This includes those continuing as Multi Tasking Staff (MTS) and those promoted to Postman/PA/SA on or after January 1, 2006, but before August 29, 2008 (the date of the 6th CPC recommendations notification). The order specifically mentions Hearing Handicapped, Visually Handicapped, and Physically Handicapped officials.
• What kind of training? The training should be a suitable module that is commensurate with the job requirements expected from these officials, particularly in the sphere of duties of Multi Tasking Staff.
• Duration: The training module should not exceed six days and should be no more than two hours per day.
• Implementation: Heads of Circles are responsible for devising the training module locally within a week of receiving the communication. The required training must be administered within the next 15 days.
• Grade Pay: After completing the administered training, these officials will be allowed to draw a Grade Pay of Rs. 1800, effective from January 1, 2006.
• A compliance report was required to be sent to the Directorate by July 22, 2011, confirming that the necessary action had been taken and that all eligible physically disabled erstwhile Group D employees had been placed in the Grade Pay of Rs. 1800 effective from January 1, 2006.
