29. What were the rules established on October 13, 1981, regarding the reservation of posts in the Higher Selection Grade I (HSG-I) for officials from the General Line and the Inspector posts(IPOs) Line?
The rules, issued under D.G.P&T No.28-47/81-PEI dated October 13, 1981, clarified a previous order from January 4, 1980. According to the previous order:
• All newly created posts in the HSG-I grade (in the scale of Rs. 700-900) on the Postal side were to be exclusively reserved for officials from the General Line.
• For posts that existed before January 4, 1980, the sharing ratio was 50:50 between officials from the IPOs' Line and the General Line, with the odd post going to the General Line.
The October 13, 1981, clarification was issued in response to reports that the number of HSG-I posts for IPOs' Line officials had decreased in some circles. The new clarification stated that the number of HSG-I posts for IPOs' Line officials should be maintained at the level that existed on January 4, 1980. If any posts for IPOs' Line officials were created in excess, they should be adjusted by allocating an equivalent number of future vacancies that arise due to retirement or promotion to IPOs' Line officials, without disturbing the existing General Line incumbents.
