The following gist is given below for keeping memory purpose of all the important rules covered under PO Guide Part I as per the syllabus. Please read again and again and keep memory of the following gist of rules in PO Guide Part I.

9. Issuance of Postage Stamps (Regulation 13)

Postage stamps are issued in the following types:
o Definitive Stamps: For everyday postage needs, reprinted as necessary.
o Commemorative Stamps: Issued once to honor events, institutions, themes, and personages in limited numbers; sold for a limited period as specified by administrative instructions; collectible and usable for postage.
o Special Stamps: Thematic stamps featuring flora, fauna, art, or architecture.
o Joint Issue Stamps: Issued on mutually agreed terms and conditions with other countries.
o My Stamps: Customizable stamps based on user-provided elements.

10.  Sale of Commemorative Postage Stamps (Regulation 13)

Philatelic stamps and philatelic materials such as Customised My Stamp, Customised Special Cover, Collector's Pack, Thematic Pack, Yearly Pack, List of India Postage Stamp, Definitive issue, First Day Cover, Special Cover, First Flight Cover, Pictorial Cancellation, Stamp Booklet, Brochure, Picture Postcard, Maxim Card, Calendar, and Philatelic Ancillaries will be sold through various Post Office counters.
Individuals can purchase Commemorative Postage Stamps (CPS) and related philatelic material from Philatelic Bureaux, Philatelic Counters, Authorized Offices, and online for their collection.
Individuals, Philatelic Clubs, and Philatelic Societies can obtain desired CPS and philatelic material regularly by opening a Philatelic Deposit Account at a Philatelic Bureau.
Besides collection, CPS can also be used for prepayment of postage.
The denominations of postage stamps and other philatelic material must align with domestic and international postal tariffs, and they will be sold at their denoted value or a specified value on a case-by-case basis.
There is no provision for returning or selling CPS to the Post Office.

11. Production and Issue of Philatelic Material (Regulation 13)

The Head of the Circle is the competent authority for approving the issue of Special Covers, Pictorial Cancellations, Picture Postcards, and Philatelic Ancillaries.
All other philatelic material will be issued according to approval at the Directorate level.
Proposals for special covers that affect India's diplomatic relations with other countries will be approved at the Directorate level in consultation with the Ministry of External Affairs.
Proposals related to Defense will be consulted with the APS Directorate and approved at the Directorate level.
The content of the philatelic item must be secular and free from any nuances that might cause embarrassment to the Government.

12. Issuance of Commemorative Stamps (Regulation 14)
Any citizen can propose a commemorative stamp in accordance with administrative guidelines.
Proposals are examined based on guidelines, and approved stamps are purchased in set quantities unless exceptions apply.
Stamp values must align with domestic and international postal rates.
Stamps will not be issued featuring living individuals.
The Central Government must approve all stamp designs and denominations.
Philatelic items (e.g., stamps, brochures, first-day covers) are sold at their denoted or specified values by the Post Office.
Proposals for Commemorative Postage Stamps must be submitted in the prescribed format at least one year in advance for consideration by the Philatelic Advisory Committee (PAC) or its Sub-Committee and approval by the competent authority.
Proposals are considered and recommended/not recommended by the PAC or its Sub-Committee.
A rejected proposal may be carried forward to the next PAC or Sub-Committee meeting for reconsideration only with the approval of the Minister of Communications (MOC).
Not more than 50 issues (with a maximum of 100 stamps) of Commemorative Postage Stamps per annum shall be issued.
More than the prescribed limit can be issued only with the approval of the MOC.
Stamps on personalities should not exceed 20% of the Annual Issue Program.
The annual stamp issue program is announced in the last week of December preceding the calendar year of issue.
The Annual Issue Program should reflect regional, cultural, ethnic, and gender balance.
Any change in the Annual Issue Program can only be done with the approval of the MOC.
Any formal stamp release function should include an appropriate representative of the Department of Posts.
The postage stamp, being the legally valid receipt for postage paid, can be released by either the Minister for Communications or the Minister of State for Communications.
CPS will be issued on subjects, themes, institutions, personalities, or events that have national or international stature, have made national/international contributions or impacts, or reflect national/international areas of concern.
The theme/subject should be visually appealing on stamps to interest philatelic collectors.
Stamps on a particular subject will be issued only once, except for thematic subjects like wildlife, environment, transport, flora, fauna, or regular issues such as Children's Day, Philately Day, and Seasons Greetings.
Stamps will be issued only on the apex institution/organization, on its 50th, 75th, 100th, 125th, or 150th anniversary, and not on branches of any institution or organization.
A stamp on a building or monument may be issued on its 50th, 75th, centenary, 125th, or 150th anniversary, provided it is a Heritage site of national/international importance or recognized by ASI as such.
Buildings of regional importance may be commemorated with the issue of special covers with special cancellations.
Stamp design will be decided by the Department of Posts.
Religious symbols, prefixes, or suffixes with the names of personalities will not be incorporated into the design.
Once approved, the stamp design will not be changed.
The Department of Posts (DOP) will decide on subject matters, prohibited subjects, the procedure for proposal consideration, and the issue/release of stamps, as well as the sale period for commemorative/special stamps and definitive stamps/postal stationery.
DOP will also determine the issue policy, withdrawal policy, and archival policy.
Proponents for stamps related to institutions, events, large organizations, or those belonging to institutions/organizations/trusts requesting a stamp on personalities are required to make a mandatory purchase of a minimum of 1 lakh stamps.
In the case of a global institution with its headquarters outside India, a mandatory purchase of stamps and requisite philatelic ancillaries worth 25 Lakhs will be required.
Proposals for Joint Stamp Issues with other countries will only be considered when received through the Ministry of External Affairs.
There will be no mandatory stamp purchase condition for joint issues; only a mutually agreed quantity of stamps will be exchanged.
