53. Rules Digest - DG (P&T) Order No. 71-8/82-SPB-I dated 25.03.1982 Regarding Intra-Unit Transfers
• Mandatory Request Register: All competent authorities are required to maintain a request register for recording officials' requests for transfer to different stations within the same recruiting unit.
• Consultation for Rotational Transfers: These request registers must be consulted when ordering rotational transfers.
• Prioritizing Employee Choice (where possible): Officials should be transferred to stations of their choice to the extent possible, provided it's consistent with service exigencies and administrative requirements.
• Addressing Non-Compliance: The order acknowledges that some recruiting units are not maintaining these registers and explicitly instructs all relevant authorities to do so.
• Order of Consideration: Normally, transfer requests should be considered in the order of their receipt.
• Factors for Decision-Making: When deciding transfers to specific stations, authorities must consider all relevant factors, including:
o Suitability of the official for specific posts.
o Prior tenure of the official at the requested station.
o Competing claims from other officials.
• Transfers Within the Same Station: Transfers from one post to another within the same station should be decided mainly on administrative grounds, as these transfers do not involve a change of residence or cause hardship to the official.
Transfer at request from one station to another within the recruiting units- maintenance of request register
It is a normal practice for the various competent authorities to maintain a request register for recording requests of officials for transfer to different stations within the same recruiting unit. While ordering rotational transfers, the request registers are consulted and officials are transferred, to the extent possible, to stations of their choice, consistent with exigencies of service and administrative requirements. It has been brought to our notice by the Staff Side of the Departmental Council of JCM that in some of the recruiting units, request registers are not maintained. You are, therefore, requested to instruct all the authorities competent to maintain a request register in which requests of officials for transfer from one station to another may be entered and the entries therein consulted at the time of issue of transfer order. Normally requests may be considered in the order of receipt. However, while deciding transfers to particular stations, all the relevant factors such as the suitability of the official for specific posts, his prior tenure at the station of request, competing claims of other officials etc. will have to be kept in mind. Transfers within the station from one post to another, however may be decided mainly on administrative grounds as no individual official is put to hardship by way of shifting of residence on account of such transfers.
