Important Definitions
• Accountable items are those that provide a receipt for tracking at booking and require a recipient's signature (ink or digital) for delivery confirmation.
• The Act refers to the Post Office Act, 2023 (43 of 2023).
• An Addressee is the intended recipient or the person to whom any item is to be delivered.
• Administrative instructions are executive or administrative orders or instructions, including guidelines, issued as specified under regulation 178, 179, or 180, as applicable.
• An Authorized person is someone duly authorized by the addressee to receive an item or by a payee to receive money on their behalf.
• Delivery means the process of delivering an item to the addressee's address or to an authorized person or designated location, following standard delivery practices for that addressee.
• The Director (Postal Services) is the Director in any administrative office of the Post Office or an officer exercising the powers of Director (Postal Services).
• In course of transmission by post refers to the period starting from the receipt of an item by the Post Office until its delivery to the addressee, return to the sender, or other disposal.
• A Letter box is a box installed in Post Offices, mail offices, or public places for posting fully prepaid letters, postcards, letter cards, and book post items.
• A Payee is the person who intends to receive money through money remittance services.
• Post means any system for the collection, clearance, sorting, dispatch, conveyance, and delivery of items by the postal network.
• Postmaster refers to the Director or Chief Postmaster of a General Post Office, or Senior Postmaster or Head Postmaster of a Head Post Office, or an officer exercising the powers of Postmaster, who is the head of such Post Office.
• Redirection is the action of assigning or directing an item to an address other than the one to which it was initially addressed, for a specific reason.
• A Remitter is the person who remits money through money remittance services.
• Rules refers to the Post Office Rules, 2024, and "rule" means a rule of those said rules.
• Schedule means the schedule annexed to these regulations.
• A Sender is a person who sends any item.
• Weight means gross weight or volumetric weight, whichever is higher, unless stated otherwise.
Business Hours
• Reference and inquiries, along with the sale of postage stamps and stationery, are available during entire working hours.
• Counter services, including booking and posting of items and premium collection of insurance premiums, are available for 6 hours.
• Money remittance services (EMO, IPO, etc.) and Savings Bank services are available for 6 hours.
• Branch offices operate for a maximum of 5 hours.
• The Circle/Regional/Divisional Head has the authority to specify the business hours for each Post Office under their jurisdiction.
• The Circle Head or Regional Head can authorize additional hours for high-demand services or fix hours/transaction limits as needed.
• They also specify business hours and non-working days (including Sundays and holidays) when post offices will be open , the types of transactions available during these hours , and the maximum number of items that may be tendered for booking to manage rush and ensure equitable public access.
