Kayveeeyes Rules Digest 29.  Instructions Regarding ACRs by Officers Under Suspension:

This document modifies previous instructions regarding officers under suspension writing or reviewing Annual Confidential Reports (ACRs) of their subordinates. Key points include:
• Previous Instructions: 
o Earlier guidelines (O.M. dated 1st August, 1978) allowed suspended officers to write/review ACRs within two months of suspension or one month from the due date.

• Revised Policy: 
o The government, upon recommendation from the Central Vigilance Commission, has revised this policy.
o Officers under suspension should not write/review ACRs if they were suspended for a significant portion of the writing/reviewing period.
o This is due to the potential lack of opportunity for proper supervision during suspension.

• Implementation: 
o Ministries and Departments are required to disseminate this revised policy to all relevant authorities.

பணியிடை நீக்கத்தில் உள்ள அதிகாரிகள் ACR-களை எழுதுவது தொடர்பான அறிவுறுத்தல்களின் சுருக்கம்:
இந்த ஆவணம், பணியிடை நீக்கத்தில் உள்ள அதிகாரிகள் தங்கள் கீழ் பணிபுரிபவர்களின் வருடாந்திர இரகசிய அறிக்கைகளை (ACR) எழுதுவது அல்லது மதிப்பாய்வு செய்வது தொடர்பான முந்தைய அறிவுறுத்தல்களை மாற்றியமைக்கிறது. முக்கிய புள்ளிகள் பின்வருமாறு:

• முந்தைய அறிவுறுத்தல்கள்: 
o முந்தைய வழிகாட்டுதல்கள் (O.M. தேதி 1 ஆகஸ்ட், 1978), பணியிடை நீக்கம் செய்யப்பட்ட அதிகாரிகள், பணியிடை நீக்கம் செய்யப்பட்ட இரண்டு மாதங்களுக்குள் அல்லது உரிய தேதியிலிருந்து ஒரு மாதத்திற்குள் ACR-களை எழுத/மதிப்பாய்வு செய்ய அனுமதித்தன.

• திருத்தப்பட்ட கொள்கை: 
o மத்திய கண்காணிப்பு ஆணையத்தின் பரிந்துரையின் பேரில் அரசாங்கம் இந்த கொள்கையை திருத்தியுள்ளது.
o எழுதுதல்/மதிப்பாய்வு செய்யும் காலகட்டத்தில் கணிசமான பகுதிக்கு பணியிடை நீக்கம் செய்யப்பட்ட அதிகாரிகள் ACR-களை எழுத/மதிப்பாய்வு செய்யக்கூடாது.
o பணியிடை நீக்கத்தின் போது முறையான மேற்பார்வைக்கான வாய்ப்பு இல்லாததால் இது நிகழ்கிறது.

• செயல்படுத்தல்: 
o அமைச்சகங்கள் மற்றும் துறைகள் இந்த திருத்தப்பட்ட கொள்கையை அனைத்து தொடர்புடைய அதிகாரிகளுக்கும் தெரிவிக்க வேண்டும்.

Writing of ACRs by officers under suspension - Review of instructions regarding

The undersigned is directed to refer to this Department's Office Memorandum No. 21011/2/78-Estt (A) dated the 1st August, 1978 which allows the reporting/reviewing officer under suspension to write/review the ACRs on his subordinates within two months from the date of his suspension or within one month from the date on which the report was due.

2. The policy of the Government has been reviewed in the light of a suggestion received from the Central Vigilance Commission and it has been decided in partial modification of the above orders that no officer under suspension should be allowed to write/review the ACRs on his subordinates if during major part of writing/reviewing he is under suspension as he might not have full opportunity to supervise the work of his subordinates.

3. The Ministry of Agriculture & Cooperation etc. are requested to bring the above decision to the notice of all concerned authorities for compliance and guidance.
