Instructions on Accounts Line Posts 

• The Directorate has issued guidelines for filling Accounts line posts in Postal/RMS. 

• Posts identified for Accounts work will remain part of the general line, not a separate cadre. 

• Promotions for LSG/HSG (Accountant) will follow general line rules.

 • Common seniority lists will be created for promotions in both PO and RMS. 

• Officials already in LSG/HSG (Accountant) will be eligible for promotions only to general line positions.

 • The aim is to maintain uniformity across Postal Circles. Guidelines for Filling Accounts Line Posts 1.

Identification of Posts: 

Circles must identify the number of posts required at PA/SA/LSG/HSG levels for Accounts work, which will remain part of the general line. 

2. Promotion Restrictions: No further promotions will be made against posts identified for Accounts work at LSG/HSG levels; existing officials will retain their positions until further promotions according to revised guidelines. 

3. Qualification Requirement: PA/SA officials who have passed the PO & RMS Accountant Examination may be posted against identified Accounts posts, with common seniority lists prepared for promotions in both PO and RMS.

4. Examination Requirement: PA/SA officials who pass the PO & RMS Accountant Examination can be assigned to Accounts posts, with common seniority lists established for promotions in both PO and RMS. 

Preparation of Seniority List for LSG and HSG-II Positions 

1. Common Seniority List: A common seniority list will be created for LSG in PO General Line and LSG (Accountant) in PO, including officials holding these posts on the date of the guidelines' issue. 

2. Placement Criteria: Officials already appointed as LSG (Accountant) will be placed below LSG (PO) officials who were senior to them in the PA (PO) cadre but above those who were junior.

3. Similar Procedure for RMS: The same placement criteria will apply for the RMS line to ensure consistency in seniority rankings. 

Procedure for Preparing Common Seniority List for LSG and HSG-II in Postal General Line 

1. Eligibility: The common seniority list will include officials already appointed as LSG in PO General Line and LSG (Accountant) in PO, holding such posts on the date of the guidelines' issue. 

2. Placement Order: Officials appointed as LSG (Accountant) will be placed below LSG (PO) officials who were senior to them in the PA (PO) cadre but above those who were junior.

 3. Consistency: This procedure will ensure a uniform approach in preparing the seniority list for both LSG and HSG-II positions within the Postal General Line. 

 கணக்கு வரிசை பதவிகளுக்கான அறிவுறுத்தல்கள் (Accounts Line Posts) 

அஞ்சல்/ஆர்.எம்.எஸ் (Postal/RMS) இல் கணக்கு வரிசை பதவிகளை நிரப்புவதற்கான வழிகாட்டுதல்களை இயக்குநரகம் வெளியிட்டுள்ளது.

 • கணக்குப் பணிகளுக்கு அடையாளம் காணப்பட்ட பதவிகள் பொது வரிசையில் ஒரு பகுதியாகவே இருக்கும், தனி cadre ஆக இருக்காது.

• எல்.எஸ்.ஜி/எச்.எஸ்.ஜி (கணக்காளர்) பதவி உயர்வுகள் பொது வரிசை விதிகளைப் பின்பற்றும்.

• அஞ்சல் அலுவலகம் (PO) மற்றும் ஆர்.எம்.எஸ் (RMS) இரண்டிலும் பதவி உயர்வுகளுக்குப் பொதுவான மூப்புப் பட்டியல் உருவாக்கப்படும். 

• ஏற்கனவே எல்.எஸ்.ஜி/எச்.எஸ்.ஜி (கணக்காளர்) பதவியில் உள்ள அதிகாரிகள் பொது வரிசை பதவிகளுக்கு மட்டுமே பதவி உயர்வு பெறத் தகுதியுடையவர்கள். 

• அஞ்சல் வட்டங்களில் சீரான தன்மையைப் பேணுவதே இதன் நோக்கமாகும். 

கணக்கு வரிசை பதவிகளை நிரப்புவதற்கான வழிகாட்டுதல்கள் 

• பதவிகளை அடையாளம் காணுதல்: வட்டங்கள் PA/SA/LSG/HSG நிலைகளில் கணக்குப் பணிகளுக்குத் தேவையான பதவிகளின் எண்ணிக்கையை அடையாளம் காண வேண்டும், அவை பொது வரிசையில் ஒரு பகுதியாகவே இருக்கும். 

• பதவி உயர்வு கட்டுப்பாடுகள்: எல்.எஸ்.ஜி/எச்.எஸ்.ஜி நிலைகளில் கணக்குப் பணிகளுக்காக அடையாளம் காணப்பட்ட பதவிகளுக்கு மேலும் பதவி உயர்வுகள் வழங்கப்படாது; தற்போதுள்ள அதிகாரிகள் திருத்தப்பட்ட வழிகாட்டுதல்களின்படி மேலும் பதவி உயர்வுகள் பெறும் வரை தங்கள் பதவிகளைத் தக்க வைத்துக் கொள்வார்கள். 

• தகுதித் தேவை: PO & RMS கணக்காளர் தேர்வில் தேர்ச்சி பெற்ற PA/SA அதிகாரிகள் அடையாளம் காணப்பட்ட கணக்குப் பதவிகளில் நியமிக்கப்படலாம், PO மற்றும் RMS இரண்டிலும் பதவி உயர்வுகளுக்குப் பொதுவான மூப்புப் பட்டியல்கள் தயாரிக்கப்படும். 

• தேர்வுத் தேவை: PO & RMS கணக்காளர் தேர்வில் தேர்ச்சி பெற்ற PA/SA அதிகாரிகள் கணக்குப் பதவிகளில் நியமிக்கப்படலாம், PO மற்றும் RMS இரண்டிலும் பதவி உயர்வுகளுக்குப் பொதுவான மூப்புப் பட்டியல்கள் நிறுவப்படும். 

எல்.எஸ்.ஜி மற்றும் எச்.எஸ்.ஜி-II பதவிகளுக்கான மூப்புப் பட்டியல் தயாரிக்கும் முறை

 • பொது மூப்புப் பட்டியல்: வழிகாட்டுதல்கள் வெளியிடப்பட்ட தேதியில், அஞ்சல் அலுவலக பொது வரிசையில் எல்.எஸ்.ஜி மற்றும் அஞ்சல் அலுவலகத்தில் எல்.எஸ்.ஜி (கணக்காளர்) பதவிகளில் உள்ள அதிகாரிகள் உட்பட, எல்.எஸ்.ஜி-க்கு பொதுவான மூப்புப் பட்டியல் உருவாக்கப்படும்.

 • இடமளிப்பு அளவுகோல்: ஏற்கனவே எல்.எஸ்.ஜி (கணக்காளர்) ஆக நியமிக்கப்பட்ட அதிகாரிகள் PA (PO) cadre இல் தங்களுக்கு மூத்தவர்களாக இருந்த எல்.எஸ்.ஜி (PO) அதிகாரிகளுக்குக் கீழும், தங்களுக்கு இளையவர்களாக இருந்தவர்களுக்கு மேலேயும் வைக்கப்படுவார்கள்.

 • ஆர்.எம்.எஸ்-க்கான இதே நடைமுறை: மூப்பு தரவரிசையில் நிலைத்தன்மையை உறுதி செய்வதற்காக, ஆர்.எம்.எஸ் வரிசைக்கும் இதே இடமளிப்பு அளவுகோல் பொருந்தும். அஞ்சல் பொது வரிசையில் எல்.எஸ்.ஜி மற்றும் எச்.எஸ்.ஜி-II க்கான பொதுவான மூப்புப் பட்டியலைத் தயாரிக்கும் முறை 

• தகுதி: வழிகாட்டுதல்கள் வெளியிடப்பட்ட தேதியில், அஞ்சல் அலுவலக பொது வரிசையில் எல்.எஸ்.ஜி மற்றும் அஞ்சல் அலுவலகத்தில் எல்.எஸ்.ஜி (கணக்காளர்) பதவிகளில் ஏற்கனவே நியமிக்கப்பட்ட அதிகாரிகள் உட்பட, பொதுவான மூப்புப் பட்டியலில் சேர்க்கப்படுவார்கள். 

• இடமளிப்பு வரிசை: எல்.எஸ்.ஜி (கணக்காளர்) ஆக நியமிக்கப்பட்ட அதிகாரிகள் PA (PO) cadre இல் தங்களுக்கு மூத்தவர்களாக இருந்த எல்.எஸ்.ஜி (PO) அதிகாரிகளுக்குக் கீழும், தங்களுக்கு இளையவர்களாக இருந்தவர்களுக்கு மேலேயும் வைக்கப்படுவார்கள். 

• நிலைத்தன்மை: இந்த நடைமுறை அஞ்சல் பொது வரிசையில் எல்.எஸ்.ஜி மற்றும் எச்.எஸ்.ஜி-II பதவிகளுக்கான மூப்புப் பட்டியலைத் தயாரிப்பதில் ஒரு சீரான அணுகுமுறையை உறுதி செய்யும்.
