93. Whether verification of addressee ID mandatory for delivery of accountable article??
(Regulation 54 – Post Office Regulations, 2024)
Delivery staff must verify the identity of the recipient before handing over any item, especially passports, PAN cards, and licenses.
Verification methods include:
1. Officially Valid Documents (OVDs) The delivery staff shall request an Officially Valid Document (OVD), such as Aadhaar, Voter ID, etc. from the addressee (Aadhaar, Voter ID). The type and ID number of the OVD shall be recorded on the delivery slip or captured in the delivery app, as applicable.
2. OTP-Based Verification – For OTP-Based Identification, if applicable, the delivery staff will request the One-Time Password (OTP) sent to the addressee’s registered mobile number. The article will be handed over only after successful OTP verification.
3. Authorized Person Verification – When an authorized person receives the article on behalf of the addressee, the delivery staff must verify the authorization letter and a valid ID. Delivery will proceed only after confirming the identity. The ID type and number will be recorded on the delivery slip or in the delivery app.
