What one-time relaxation in recruitment rules was approved by DoPT and UPSC for promotion to the Higher Selection Grade-II (HSG-II) cadre, and what specific conditions were established for the vacancy years 2022 and 2023?

Instead of the standard 6 years of service in LSG (Level-5), officials with a minimum of 4 years of service in LSG (Level-5) are considered for promotion to HSG-II (Level-6). This relaxation was granted as a one-time measure specifically for the vacancy years 2022 and 2023. For the vacancy year 2022, officials require the completion of 4 years of regular service in the LSG cadre as of 01.01.2022.  For the vacancy year 2023, officials require the completion of 4 years of regular service in the LSG cadre as of 01.01.2023. Postal Circles were instructed to conduct review DPCs/DPCs for eligible officials under both normal courses and relaxed standards, with pay drawn from the actual assumption of charge. For retired officials, DoPT OM dated 12.10.1998 must be strictly adhered to.
