"Gramin Dak Sevaks (Compassionate Engagement) Scheme, 2023" 

The Department of Posts, vide its letter dated 20-6-2025 issued Consolidated Guidelines Gramin Dak Sevaks (Compassionate Engagement) Scheme, 2023

Consolidates all instructions issued to date regarding the "Gramin Dak Sevak (Compassionate Engagement) Scheme, 2023" for easy reference and guidance. 

If the GDS or departmental employee dies while in service or has been missing for over two years. 

If the GDS or departmental employee is permanently unfit for engagement due to contagious disease or physical/mental infirmity and discharged on medical grounds before age 62. 

Compassionate engagement is not a right and is subject to fulfilling conditions and vacancy availability. 

Only one eligible dependent per deceased GDS/departmental employee is entitled. 

Dependents of departmental employees can apply for both departmental and GDS vacancies, but must choose only one if selected for both. 

Eligible Family Members: Spouse, Son: Includes legally adopted son/married son. Daughter: Includes legally adopted, divorced, or judicially separated daughters wholly dependent on the GDS.  In case of an unmarried deceased GDS, an unmarried/widowed/divorced/judicially separated brother or sister wholly dependent. Widowed Daughter-in-law: Provided she isn't receiving similar benefits from her parental side. Widowed Daughter: Provided she isn't receiving similar benefits from her husband's parental side. Married Daughter: If wholly dependent on the deceased GDS and undertakes to support other family members. Married Daughter-in-law: Under specific conditions where the son is medically unfit and no other family member can be engaged. Head of Circle decides on a case-by-case basis. Widow/divorced daughter or sister engaged on compassionate grounds can continue after remarriage. 

Provision for "Married Daughter" applies from June 14, 2023, allowing re-opening of previously rejected cases on this ground. 

Daughter-in-law (Specific Case): Can be considered if the single eligible son dies after the parent but before application/finalization. 

First Priority: Spouse of the deceased GDS (with their consent). 

Second Priority: Dependent nominated by the spouse (with consent of both spouse and nominee). 

No Spouse/Unmarried GDS: Compassionate engagement can be given to any dependent family member with the consent of all other dependents. 

Engaging Authority: Divisional Head/Head of Unit (PS Group B and above) based on CCE recommendations and approval from Regional Director or DPS (HQ). 

CCE Role: All cases are considered by a Committee on Compassionate Engagement (CCE), whose recommendations are sent for approval. 

CCE Composition (Divisional Head PS Group B and above): 

o Head of engaging Division/Unit 

o Dy. SP/ASP/IP handling compassionate engagement cases in the Division 

o Senior-most sub-divisional head. 

CCE Composition (Units): One ASP/IP handling compassionate engagement cases and one senior-most ASP/IP working in the unit. Co-option possible if needed. 

CCE Meeting Frequency: Quarterly (April, July, October, January) for cases from the previous quarter. 

"Gramin Dak Sevak" Definition: Refers to GDS engaged on a regular basis (including compassionate grounds), not provisional, substitute, or trainee engagements. 

Document Verification: Family members of deceased GDS are ineligible if educational, caste, or police verifications were incomplete at the time of death, until successful verification. 

Condolence of Verification Reports: 

o CCE can recommend condonation for untraceable reports. 

o Competent authority can condone based on length of service and efforts to trace reports. 

o An undertaking is required from the dependent, acknowledging termination if adverse information is found later. 

Divisions Headed by JAG and above: Special CCE constitution and approval process by Regional PMG or CPMG. 

10th standard pass with English and Mathematics. Candidates with grace marks are eligible. 

If a dependent lacks the required educational qualification at the time of application, they may be provisionally engaged as a Dak Sevak. 

Maximum 3 years to acquire the minimum required educational qualification. 

Remuneration during Provisional Engagement: Only minimum TRCA (Level-1) applicable to Dak Sevak; no annual increment until qualification is met. 

Provisional engagement is liable to be terminated if the qualification is not acquired within 3 years. 

No transfer considered until one year after regularization of engagement. 

Age - Determined by date of application, not engagement. 

Age Relaxation: No relaxation in upper age limit, except for the applicant spouse of the deceased, for whom there is no upper age limit. 

Posting Priority: 

1. Post of deceased GDS (if vacant). 

2. All vacant GDS posts in the sub-division of the deceased GDS's post. 

3. All other posts in the same Division/Unit. 

o Elder applicant preferred if multiple applicants choose the same vacant post. 

Application Submission Time Limits: 

o Eligible Candidate: Within two years from the date of the GDS's death. 

o No Eligible Member at Time of Death: Within two years of attaining requisite eligibility criteria. 

o Belated Requests: No cognizance will be taken for requests received after these two-year limits. 

o Key Stages and Deadlines: 

o Information to Family: Immediately after death.

o Application Submission by SDI to Divisional Head: Within 25 days after death.

o Application Completion by Divisional Head: By 15th May (for Jan-Mar cases), 15th August (Apr-Jun), 15th Nov (Jul-Sep), 15th Feb (Oct-Dec).

o CCE Meeting and Minutes to RO/DPS(HQ): Within 5 days of CCE meeting. 

o Decision by Regional Director/DPS(HQ): Within 7 days of receiving CCE 

If the deceased GDS was involved in moral turpitude/misappropriation and received a major penalty (other than removal/dismissal), dependents are ineligible. 

Applicant must provide a written undertaking to properly maintain other family members dependent on the deceased GDS. 

Engagement may be terminated if it's proven family members are neglected. 

Requests for change in post/person can be considered by the Competent Authority only before the dependent joins. 

DPS for change in post, HOR/HOC for change in person. 

Once engaged, the circumstances for compassionate engagement are deemed to have ceased. 

Compassionate engagement cannot be transferred to another person. 

Dependents can submit a representation against the rejection of their compassionate engagement. 

Head of Circle (HOC) is the competent authority for final decision on representations. 

Submitted to Circle Head through Divisional Heads within three months of receiving the rejection order. HOC may entertain late submissions with sufficient cause. Representations to be finalized within three months of receipt.
