Continuation and Revision of Outstation Allowance (OSA) for RMS Staff
160. Following the initial discontinuation of Outstation Allowance for RMS staff in 2017, what were the subsequent directives regarding its continuation and revised rates?
According to the Ministry of Communications, Department of Posts, under order No. 7-2/2016-PCC dated 05.02.2020, the government approved the continuation of Outstation Allowance (OSA) for staff working in RMS Sections of Railway lines. This allowance had previously been discontinued effective from 01.07.2017. However, following a proposal referred to the Ministry of Finance, it was decided that the revised OSA would be payable retrospectively from 01st July, 2017.
The revised rates apply for periods of absence from headquarters exceeding six hours and are calculated for every six hours or part thereof. For instance, the revised rate for MTS and Mail Guards is ₹62, while Sorting Assistants and Head Mail Guards receive ₹67. LSG Sorting Assistants are entitled to a revised rate of ₹71. This order was issued following approval from the Department of Expenditure, Ministry of Finance, as conveyed in their ID No. A-27023/5/2017/E.IIB (7th CPC) dated 04th Feb, 2020.
