150. How is the Dress Allowance calculated and disbursed for fresh recruits such as Postmen and MTS based on their date of joining, and what are the specific entitlements for those joining in different halves of the calendar year?
According to Order No. 41-2/2017-PAP dated 02.08.2024, the Department of Posts has provided specific clarifications for the payment of Dress Allowance to newly joined Postmen and MTS. The entitlement depends on the period during which the official joins the service. For officials joining between July and December of a previous calendar year, they are entitled to the full Dress Allowance in the month of July of the next calendar year. This payment covers the full rates for both the previous year and the next year in the pay and allowances for that July, after which the allowance continues to be drawn annually every July.
For fresh recruits who join service between January and June, a different calculation applies to their first year. These officials are entitled to half of the Dress Allowance in the month of July of that same calendar year. Specifically, they receive half the rate for the first half of the year plus the full rate for the upcoming year in their July pay and allowances. Following this initial disbursement, the Dress Allowance continues to be drawn at the full rate in the month of July every subsequent year, provided all other conditions mentioned in the OM dated 05.03.2020 are met.
