141. What is the department's stance regarding the imposition of statutory punishments on officials who are unable to perform Overtime (OT) duty, especially in cases where Overtime Allowance payments are delayed?
The issue was discussed in a periodical meeting between the Secretary (Posts) and Staff Federations, where the staff side highlighted that officials were being penalized for declining OT duty while simultaneously facing significant delays in receiving their Overtime Allowance. In response to these concerns, as per Order No. 2/6/2009-SR dated 26.10.2009, the Directorate referred to previous instructions and reiterated that all concerned authorities should ensure that statutory punishments are not arbitrarily imposed on officials for the non-performance of OT duty. The order emphasizes addressing the grievances of the staff regarding both the compulsion of overtime and the timely settlement of payments.
