P&T Department Clarification on Overtime Allowance

134. In view of the recent increase in the number of closed holidays for operative staff, what measures should be taken to control the anticipated rise in Overtime Allowance (OTA) expenditure, and how should the staffing requirements be addressed? 

As per the DOP Order No: 10-2/78-PE-II dated 21.07.1978, to manage the heavy expenditure resulting from the increase in holidays, the Directorate suggested a review of the staff placed on duty during holidays to identify possible reductions that would not affect public service. For medium or large-sized operative offices, it was advised to consider the employment of a minimum number of additional operatives, justified on a work-standard basis, as an alternative to granting overtime. This approach aims to avoid the non-sanctioning of staff up to justified levels, thereby reducing the need for OTA while simultaneously increasing employment opportunities.

Regarding the financial impact, it was clarified that while total holidays increased to 16, the staff lost 3 days of casual leave (reduced from 15 to 12) as part of a package deal. Consequently, the net increase in holidays is only 6 days. Therefore, the expenditure for these additional days should not be more than double the previous costs for 9 holidays, although it is acknowledged that a general increase in expenditure will occur
