97. What decision was taken regarding the entitlement for Travelling Allowance (TA) and Transit for officials who are transferred upon completion of their prescribed tenure to a place of their choice, as per the Directorate General's order?

The decision regarding the grant of Travelling Allowance (TA) and Transit for officials transferred on completion of tenure to a place of their choice is conveyed in the Directorate General's Order No. 17-3/94-PAP, dated 18-12-95. The proposal considered the existing SR-114, which governs TA on transfer and differentiates between a transfer for public convenience and a transfer on one's own request. 
 
It was clarified that a transfer on completion of tenure is mandatory, as the official is transferred out for operational reasons. Although the subsequent posting to a place of choice is secondary and subject to public convenience, this move would not normally be classified as a "transfer on own request" under SR-114.

Therefore, it was formally decided that officials who are transferred after completion of their full, prescribed tenure to a place of their choice will be entitled for TA and Transit. This ruling clarifies that such a transfer, even with the selection of a preferred posting, is treated differently from a purely "transfer on own request" regarding TA and Transit entitlements.
