96. What is the rule concerning the grant of an advance of daily allowance to Central Government employees under suspension who are required to attend an inquiry outside their headquarters, as laid down in the relevant Office Memorandum?
The rule is set forth in the Ministry of Finance (Department of Expenditure) Office Memorandum No. F.17(2)-E.II(A)/85 dated 28-8-85 , which was forwarded by the D.G.P.&T. vide No. 11/3/85-PAP dated 24-1-86. This memorandum conveys the President's decision to permit the grant of an advance of daily allowance to Central Government employees who are under suspension and are required to attend an inquiry outside of their headquarters. This advance is paid in addition to the advance of actual fare for the journey.
The advance of daily allowance is primarily restricted to the allowance admissible for the period of the journey from the headquarters to the place of inquiry and back, plus the daily allowance for one day at the station of inquiry. However, an exception is made in cases where the inquiring authority specifies the exact period for which the Government servant's presence is required. In such instances, the advance of daily allowance may be granted for that specified period. Any subsequent claim for daily allowance for an extended inquiry period is to be made by the concerned Government servant along with the adjustment bill for the advance already drawn.
