The Department of Posts, vide File No. PP-17/1/2022-PAP-DOP dated 18.08.2025, circulated the Ministry of Finance O.M. No. 21/1/2018-E.II(B) dated 29th July, 2025, providing a compendium of updated instructions on granting Transport Allowance (TA) at double the normal rates to Central Government employees with disabilities.
The core purpose of the Ministry of Finance O.M. was to substitute the previous list of eligible disabilities with an expanded set of nine categories—including Locomotor Disability, Blindness and Low Vision, and Deaf and Hard of Hearing—to align with the Rights of Persons with Disabilities (RPwD) Act, 2016.
A significant procedural change was introduced, as the condition requiring a recommendation from the concerned Head of Department of a Government Hospital for TA admissibility was done away with, making the Certificate of Disability issued by a Certified Medical Authority generally sufficient.
The instructions further clarify that while general disability categories get the double rate, officers in Pay Level 14 and above who opt for TA in lieu of an official staff car will draw only the specified higher rate of ₹15,750 per month plus DA, and not double that rate
