67. What are the key details of the merger of the Postal Assistant (SBCO) cadre with the Postal Assistant (PO) cadre?
The merger of the Postal Assistant (SBCO) and Postal Assistant (FPO) cadres with the Postal Assistant (PO) cadre was decided by the Department of Posts with an effective date of January 1, 2023. The detailed modalities for the merger were issued in an order dated November 16, 2022.
Key Details of the Merger:
• The merger applies to the PA (SBCO) and PA (FPO) cadres, which have been merged with the PA (PO) cadre. The PA (CO/RO) cadre will remain separate.
• Existing PA (SBCO) employees were given a "one-time" option to switch over to the PA (PO) cadre by submitting a written request. The initial deadline for this was December 31, 2022, but it was later extended to January 31, 2023. A second opportunity was provided from June 1, 2023, to June 30, 2023.
• Employees who switch to the PA (PO) cadre will be placed en bloc below all existing PA (PO) employees on the gradation list for the circle as of December 31, 2022. Their inter-se seniority (seniority among themselves) will be based on their original PA (SBCO) seniority list.
• Once an employee opts to switch over to the PA (PO) cadre, they are not allowed to revert back to the SBCO cadre. Their future promotions will be in the hierarchy of the postal operative side.
• All vacant posts of PA (SBCO) as of January 1, 2023, and the posts of officials who chose to switch over, were added to the strength of the respective Postal Division where the SBCOs are located. Posts in the SBCO will now be filled by Postmen from the Postal Divisions on a tenure basis.
