204 Daily Rules Recap - Inter circle transfer of IP/ASP
• As per the cadre management instructions for Inspectors of Post (IP) and Assistant Superintendents of Post (ASP) issued via letters dated February 15, 2023, and July 3, 2023, the allotment of IP/ASP is now centralized at the Directorate level.
After this initial allotment, postings and transfers will be managed at the Circle level.
o Regarding inter-circle transfers after allotment, instructions were initially issued through a letter dated July 3, 2023, which included an eligibility condition requiring one year of service in the current circle.
o This condition has since been reviewed, and it has been decided to remove the one-year service requirement. Hereafter, IPs/ASPs with less than one year of service in their respective cadre can apply for inter-circle transfers through the Rule 38 online portal, effective from June 1, 2024.
o Transfer requests received after June 1, 2024, shall be added below the requests received until May 31, 2024, in the processing queue.
o Even though these transfers are applied for through the Rule 38 portal, they will not be construed as Rule 38 transfers in the conventional sense. This is because the seniority for IP/ASP is maintained on an All India basis, and these are simply considered transfers made at an employee's request.
