198. Daily Rules Recap - Paper II was removed in PA Examination.
• As per DG (P) No. 17-08.2018-SPB I dated May 10, 2019, Paper II in the Postal Assistant Examination was designated as a language paper (English, Hindi, or a regional language). Paper I, related to departmental volumes and guides, could be written in English, Hindi, or a local language. Paper III was a computer skill test.
• Candidates were required to secure 40% in Paper II for the Open Category (OC), 35% for Scheduled Castes/Scheduled Tribes (SC/ST), and 37% for Other Backward Classes (OBC). Only candidates who qualified in the language test in Paper II would be considered for final selection.
• Subsequently, the Department of Posts (DOP) issued orders dated July 11, 2019, which removed the local language option from Paper I, stipulating that the exam must be written either in English or Hindi. The provision for regional language was rescinded only for Paper I, while Paper II continued to allow English, Hindi, or a regional language.
• Due to serious protests across India regarding the changes in the Paper I language, the DOP later modified the orders under parliamentary pressure.
• As per orders dated July 23, 2019, the Paper I syllabus was restored to include the local language option. No revision was required for Paper II since the local language provision, as mentioned in the May 10, 2019, orders, had not been modified.
• However, according to a letter dated June 20, 2019, the syllabus for Paper II in the local language was modified to include translation of words from English to the local language and vice versa, letter writing in the local language, and paragraph writing.
• Now, the DOP has completely removed the local language test (Paper II) as described above from the syllabus. Therefore, candidates are no longer required to write Paper II as per the revised orders. Presently, there are only two papers: Paper I and Paper III (the computer skill test).
