181. Daily Rules Recap - Joining of Educational institutes by Govt servants outside normal office hours
The subject of government servants joining educational institutions is dealt with under Rule 15 of the Central Civil Services (Conduct) Rules.
As per existing orders, administrative authorities must grant permission for government servants to join educational institutions outside normal office hours. Generally, there is no objection to government servants pursuing knowledge in their leisure time.
However, the following aspects should be considered while granting such permission:
• The pursuit of education must in no way detract from their efficiency in official work.
• Prior permission must be obtained before joining any educational institute.
• The tenure of the government servant should be taken into account to avoid the need for tenure extensions solely due to the course.
• An undertaking may be obtained from the employee stating that the proposed course will not affect their efficiency in official duties.
