Philatelic Advisory Committee
The Philatelic Advisory Committee comprises a Chairman, Vice-Chairman, Official Members, Non-Official Members, and a Member Secretary.
The Minister-in-charge of the Ministry of Communications is the Ex Officio Chairman, and the Minister of State for Communications is the Ex Officio Co-Chairman.
Official Members are nominated from the Department of Posts, Department of Economic Affairs, SPMCIL, Ministry of Culture, or other Ministries as decided by the MOC.
Non-Official Members are nominated from fields like Art and Culture, Music and Dance, History and Literature, Environment, Sports, Academics, Philately, and include one Member from Lok Sabha and one from Rajya Sabha.
The Deputy Director General of Philately Division, Directorate, is the designated Member Secretary.
The Committee advises on commemorative stamps, special stamps, and related matters.
It recommends proposals for inclusion in the Annual Stamp Calendar, ensuring it reflects the country's major cultural, social, and developmental concerns.
It provides recommendations/suggestions on formulating/revising guidelines for issuing commemorative postage stamps.
The committee usually meets once a year.
The tenure of the Philatelic Advisory Committee is two years from the date of its constitution notification.

Manner of Affixing Postage Stamps
Stamps affixed to an item must be completely adherent to the item itself, not to its content or a separate label.
Stamps should be affixed to the right-hand top corner of the address side.
These provisions also apply entirely to franking of items.
Price of Postage Stamps and Stationery
Postage stamps, postcards, letter cards, and aerogrammes are sold for their denoted value.
Embossed envelopes and registration envelopes are sold at prices mentioned in Table VII of Schedule I.
Special Rakhi Envelopes are sold at prices determined by the concerned Circle Head.
Table VII shows: 
o Embossed Envelopes (Domestic) cost ₹5/- each.
o Registration Envelopes: 
Small envelope: ₹22/- + 50 paise stationery charges.
Large envelope: ₹22/- + ₹1/- stationery charge.
Standards for Addressing on Domestic Items
An item should not have more than one delivery address, though administrative instructions may specify exceptions.
The address, whether handwritten or machine printed, should contain the following elements in order: Name, C/o (Care of), D/o (Daughter of), S/o (Son of), W/o (Wife of), H/o (Husband of), Mobile Number (optional), House/Building (including floor)/Apartment (including floor), Street/Road/Lane, Landmark, Area/Locality/Sector, Village/Town/City, Post Office, District, State, and PIN code/Postcode.
The addressee's address is written in the center of the front side, and the sender's address is on the lower left of the front side of an envelope.
Both addresses should start with "To" and "From" respectively.
A minimum blank space of 15mm must be kept from the left, bottom, and right sides of the envelope, and the addressee's address block should have a minimum gap of 40mm from the top.
Stamps or frank impressions are affixed in a maximum area of 74mm on the upper right corner.
The addresses of the addressee and sender should be parallel to the length of the envelope.
A 10mm zone around the address block should be free from any printing or writing.
Non-address information (e.g., sender's code, serial/account numbers) should generally not be included in the addressee's address; if necessary, it should be printed above the first line, never below the last line.
The spacing between address lines must be uniform, more than 1mm, and less than 5mm.
The maximum number of characters per line is 40, excluding spaces.
Accountable items tendered at a post office will not be accepted unless addressed to a particular person, firm, or institution.
Items addressed to a person or firm "care of post box" and the name of the office where the post box is located are accepted if the post box is registered in their name.
If there is no post box in the addressee's name or the addressee is no longer a renter, the item will be returned to the sender.
