217. Whether any special casual leave is admissible for participating in dance/song competition at regional/national or international levels.
Yes. They may be granted special casual leave not exceeding 15 days in any calendar year. The Special CL is not admissible for practice in connections with such cultural activities.

218. What is the provisions of special casual leave during the day of bye election for Lok sabha/State assemblies/Panchayat polls?
(i) In connections with Bye-election to Lok Sabha/State Assembly, the Central Government offices shall not be closed. However, such of the employees who are bonafide voters in the relevant constituency should be granted special casual leave on the day of polling.
(ii) Special casual leave may also be granted to an employee who is ordinarily a resident of a constituency and registered as a voter but employed in any Central Government office/Organization/Industrial establishment located outside the constituency having a general/bye-election in order to enable him to exercise his franchise on the day of poll.
(iii) In connection with local body election viz. Panchayat/Corporation/Municipality, the Government employees who are bonafide voters and desire to exercise their franchise should be offered reasonable facility, subject to normal exigencies of services, either by coming late to the office or being allowed to leave early or a short absence on that day.

219. Whether special casual leave can be granted for donating blood to the blood bank?
For donating blood to recognized Blood Banks on working day, the special casual leave is granted for that day.
