GDS promoted to civil posts for the notification issued prior to 22.12.2003 are   eligible for old pension scheme 

• The Department of Pension & Pensioners' Welfare (DoP & PW), through its order dated 3.3.2023, extended the Old Pension Scheme to those appointed against a post that was advertised or notified prior to the notification of the New Pension Scheme (NPS), i.e., 22.12.2003, even if they were appointed after 1.1.2004.

• As per the Supreme Court's decision, Gramin Dak Sevaks (GDS) are holders of civil posts but are outside the civil service.

• Accordingly, in all cases where the notification for MTS/Postmen examinations was issued prior to 22.12.2003, those GDS who were subsequently appointed are covered under the Old Pension Scheme.

• For GDS promoted under the seniority quota, they will be covered under the Old Pension Scheme if the screening committee or selection committee recommending their appointment to a civil post was held prior to 22.12.2003. (DG (P) No. W-22/11/2023-SPN I dated 10.7.2023)

• ஓய்வூதியம் மற்றும் ஓய்வூதியதாரர்கள் நலத்துறை (DoP & PW), தனது 3.3.2023 தேதியிட்ட உத்தரவின் மூலம், புதிய ஓய்வூதியத் திட்டம் (NPS) அறிவிக்கப்படுவதற்கு முன்பு, அதாவது 22.12.2003க்கு முன்பு விளம்பரம் செய்யப்பட்ட அல்லது அறிவிக்கப்பட்ட பதவிக்கு நியமிக்கப்பட்டவர்களுக்கு, அவர்கள் 1.1.2004க்குப் பிறகு நியமிக்கப்பட்டிருந்தாலும் கூட, பழைய ஓய்வூதியத் திட்டத்தை நீட்டித்தது.

• உச்ச நீதிமன்றத்தின் தீர்ப்பின்படி, கிராமின் டாக் சேவகர்கள் (GDS) சிவில் பதவிகளின் உரிமையாளர்கள் ஆனால் சிவில் சர்வீஸுக்கு வெளியே உள்ளனர்.

• அதன்படி, MTS/Postmen தேர்வுகளுக்கான அறிவிப்பு 22.12.2003க்கு முன்பு வெளியிடப்பட்ட அனைத்து வழக்குகளிலும், பின்னர் நியமிக்கப்பட்ட GDS ஊழியர்கள் பழைய ஓய்வூதியத் திட்டத்தின் கீழ் வருவார்கள்.

• மூப்பு ஒதுக்கீட்டின் கீழ் பதவி உயர்வு பெற்ற GDS ஊழியர்களுக்கு, அவர்களை சிவில் பதவிக்கு நியமிக்க பரிந்துரைக்கும் ஆய்வுக் குழு அல்லது தேர்வுக் குழு 22.12.2003க்கு முன்பு நடைபெற்றிருந்தால், அவர்கள் பழைய ஓய்வூதியத் திட்டத்தின் கீழ் வருவார்கள். (DG (P) No. W-22/11/2023-SPN I dated 10.7.2023)
