Breach of conditions in some cases: 

Postcard  
∙ Will be treated as letter and the difference is collected in the following cases 1. Any private communication appears on the address portion of the postcard 2. If the post card is cut/altered/folded 
3. Nothing must be attached to post card except 
a. Stamps in payment of postage or other Postal fees or stamp duty b. A label pasted to the card, bearing the name and address of the  sender 
c. Engravings, illustrations, drawings and photographs on very thin  paper and completely adherent to the card 
∙ Double the deficiency of postage will be collected in the following cases 1. Any stamps other than postage stamps are affixed 

2. A post card once delivered, is reposted for redirection in a letter box at  a different post town 
Inland letter card 
∙ The following cases amount to breach of conditions 
1. If a private inland letter card weighs more than five grams 
2. If there are any enclosures 
3. The words ‘Inland Letter Card’ is not printed on the outside at the top  left hand corner on the address side of every folder letter of private  manufacture 

Book packet 
∙ Should not contain written communication 
∙ Should not contain more than five words of complementary nature in case of  greetings 
∙ Should not be closed against inspection 

Book packet containing printed books and periodicals 
∙ If the packet is more than the size and weight prescribed, it shall be returned to  sender after cancelling the postage stamps, if any 

Pattern and sample packets 
∙ If the packet is more than the size and weight prescribed, it shall be returned to  sender after cancelling the postage stamps, if any 

Parcel 
∙ If more than one communication is found to be enclosed in a parcel,  each of these communication will be treated as unpaid letter and double the  amount of postage will be collected

∙ Unregistered parcels posted in letter boxes will be compulsorily  registered; If the parcel is refused by the addressee, the article will be  delivered to the sender and registration charge will be collected 

Postmaster has to impress Postage due stamp on the articles to be taxed and note the  amount to be collected in red ink before issuing them to postmen. Thereafter, articles are  sorted and grouped beat wise including those in deposit.  

General 
∙ Unpaid/insufficiently paid articles  
o Are not delivered through post box or post bag 
o Are not included for despatch during late fee hours 
o Can be delivered at window of the post office if the addressee calls at  the post office for taking delivery 
o If there is any postage due on registered articles, they are not entered in  special delivery list 
o If the addressee refuses to take delivery of the article, it is returned to  the sender and sender has to pay the taxed amount and take delivery of  the article 
Unpaid articles for delivery 
∙ Unpaid articles received for delivery are invoiced in DPMS Module Beat wise  and on delivery of the same returns are being taken

• பின்வரும் சந்தர்ப்பங்களில் கடிதமாகக் கருதப்பட்டு வித்தியாசம் வசூலிக்கப்படும்
  1. தபால் அட்டையின் முகவரி பகுதியில் ஏதேனும் தனிப்பட்ட தகவல் தோன்றினால்
  2. தபால் அட்டை வெட்டப்பட்டால்/மாற்றப்பட்டால்/மடிக்கப்பட்டால்
  3. பின்வருவனவற்றைத் தவிர தபால் அட்டையில் எதுவும் இணைக்கப்படக்கூடாது a. தபால் கட்டணம் அல்லது பிற தபால் கட்டணங்கள் அல்லது முத்திரை வரியாக முத்திரைகள் b. அனுப்புநரின் பெயர் மற்றும் முகவரியைக் கொண்ட அட்டையில் ஒட்டப்பட்ட லேபிள் c. மிக மெல்லிய காகிதத்தில் செதுக்கல்கள், விளக்கப்படங்கள், வரைபடங்கள் மற்றும் புகைப்படங்கள் மற்றும் அட்டைக்கு முழுமையாக ஒட்டிக்கொண்டிருக்கும்.
• பின்வரும் சந்தர்ப்பங்களில் தபால் கட்டணத்தின் இரு மடங்கு பற்றாக்குறை வசூலிக்கப்படும்
  1. தபால் முத்திரைகள் தவிர வேறு ஏதேனும் முத்திரைகள் ஒட்டப்பட்டால்
  2. ஒருமுறை டெலிவரி செய்யப்பட்ட தபால் அட்டை, வேறு தபால் நகரில் உள்ள கடிதப் பெட்டியில் திசை திருப்புதலுக்காக மீண்டும் இடப்பட்டால்.

உள்நாட்டு கடித அட்டை

• பின்வரும் சந்தர்ப்பங்கள் நிபந்தனைகளின் மீறலாக அமையும்
  1. ஒரு தனிப்பட்ட உள்நாட்டு கடித அட்டை ஐந்து கிராமுக்கு மேல் எடையுள்ளதாக இருந்தால்
  2. ஏதேனும் இணைப்புகள் இருந்தால்
  3. தனிப்பட்ட உற்பத்தியின் ஒவ்வொரு ஃபோல்டர் கடிதத்தின் முகவரி பக்கத்தில் மேல் இடது மூலையில் 'உள்நாட்டு கடித அட்டை' என்ற வார்த்தைகள் வெளிப்புறத்தில் அச்சிடப்படவில்லை என்றால்

புத்தக பாக்கெட்

• எழுதப்பட்ட தகவல் இருக்கக்கூடாது
• வாழ்த்துகளின் விஷயத்தில் ஐந்து வார்த்தைகளுக்கு மேல் பாராட்டுத் தன்மை கொண்டிருக்கக்கூடாது
• ஆய்வு செய்ய மூடப்பட்டிருக்கக்கூடாது

அச்சிடப்பட்ட புத்தகங்கள் மற்றும் காலமுறை இதழ்கள் கொண்ட புத்தக பாக்கெட்

• பாக்கெட் பரிந்துரைக்கப்பட்ட அளவு மற்றும் எடையை விட அதிகமாக இருந்தால், அது தபால் முத்திரைகளை ரத்து செய்த பிறகு அனுப்புநருக்குத் திருப்பி அனுப்பப்படும்.

மாதிரி மற்றும் மாதிரி பாக்கெட்டுகள்

• பாக்கெட் பரிந்துரைக்கப்பட்ட அளவு மற்றும் எடையை விட அதிகமாக இருந்தால், அது தபால் முத்திரைகளை ரத்து செய்த பிறகு அனுப்புநருக்குத் திருப்பி அனுப்பப்படும்.

பார்சல்

• ஒரு பார்சலில் ஒன்றுக்கு மேற்பட்ட தகவல் இணைக்கப்பட்டிருப்பது கண்டறியப்பட்டால், இந்த ஒவ்வொரு தகவலும் செலுத்தப்படாத கடிதமாகக் கருதப்படும் மற்றும் தபால் கட்டணத்தின் இரு மடங்கு தொகை வசூலிக்கப்படும்.
• கடிதப் பெட்டிகளில் இடப்பட்ட பதிவு செய்யப்படாத பார்சல்கள் கட்டாயமாக பதிவு செய்யப்படும்; பார்சல் பெறுநரால் மறுக்கப்பட்டால், கட்டுரை அனுப்புநருக்கு வழங்கப்படும் மற்றும் பதிவு கட்டணம் வசூலிக்கப்படும்.

வரி விதிக்கப்பட வேண்டிய கட்டுரைகளில் போஸ்ட்மாஸ்டர் தபால் நிலுவை முத்திரையைப் பதிக்க வேண்டும் மற்றும் தபால்காரர்களுக்கு வழங்குவதற்கு முன்பு சிவப்பு மையில் வசூலிக்க வேண்டிய தொகையைக் குறிப்பிட வேண்டும். அதன் பிறகு, கட்டுரைகள் வரிசைப்படுத்தப்பட்டு வைப்பில் உள்ளவை உட்பட பீட் வாரியாக தொகுக்கப்படுகின்றன.

  • பெறுநர் டெலிவரி எடுக்க தபால் அலுவலகத்திற்கு அழைத்தால், தபால் அலுவலகத்தின் சாளரத்தில் டெலிவரி செய்யலாம்
  • பதிவு செய்யப்பட்ட கட்டுரைகளில் ஏதேனும் தபால் நிலுவை இருந்தால், அவை சிறப்பு டெலிவரி பட்டியலில் உள்ளிடப்படுவதில்லை
  • பெறுநர் கட்டுரையை டெலிவரி எடுக்க மறுத்தால், அது அனுப்புநருக்குத் திருப்பி அனுப்பப்படும் மற்றும் அனுப்புநர் வரி விதிக்கப்பட்ட தொகையைச் செலுத்தி கட்டுரையை டெலிவரி எடுக்க வேண்டும்.

டெலிவரிக்கான செலுத்தப்படாத கட்டுரைகள்

• டெலிவரிக்காக பெறப்பட்ட செலுத்தப்படாத கட்டுரைகள் DPMS தொகுதி பீட் வாரியாக இன்வாய்ஸ் செய்யப்படுகின்றன மற்றும் அதே டெலிவரி முடிந்ததும் வருமானம் எடுக்கப்படுகிறது.
