I respectfully submit this representation concerning the proposed initiation of proceedings against me under Rule 16 of the CCS (CCA) Rules 1965, as per the aforementioned reference. I sincerely apologize for the delayed submission, which was due to the demanding workload arising from subsequent Melas, Gold Bond tranches, business development activities, and canvassing responsibilities. I request your kind indulgence in condoning this delay.

I have been working as SPM, ………, since ………., and I affirm my commitment to my duties, including my regular SPM responsibilities and any additional tasks assigned by the administration.

The charge against me pertains to an incident on …….., when the Superintendent of Post Offices, ……… Division, conducted a surprise visit to ……….. SO at 0900 hours. I arrived at the office at 1030 hours, despite the office hours being 0900 hours to 1700 hours as per the NHB.

In response to this charge, I submit the following:
On …………, I attended a marriage function. The food consumed at the event caused severe stomach upset and related health discomfort. The resulting severe stomach pain and dysentery were the direct cause of my one-hour delay in attending the office.

I draw your attention to the extant rules outlined in FRSR Part III Leave Rules, Appendix III, which acknowledge that occasional late attendance due to unavoidable reasons, such as family illness, vehicle issues, or transportation delays, may be condoned. These rules stipulate that while half a day's casual leave can be debited for each instance, late attendance of up to one hour on no more than two occasions in a month may be condoned by the competent authority if satisfied that the reasons are unavoidable.

Furthermore, DP&AR OM No. 28034/3/82-Estt.(A), dated 5th March 1982, provides that if a government servant without sufficient casual leave is late without justification, and the administrative authority is not prepared to condone the late arrival, the employee may be directed to apply for earned leave or any other admissible leave for the entire day. In my case, I had sufficient casual leave and other eligible leave available, which I respectfully request be considered. I was also recovering from the after-effects of contracting COVID-19 during the first wave, which contributed to my sudden health issues.

I consistently strive for promptness and accuracy in my work, adhering to all applicable rules, regulations, and procedures. I have also been diligently working to promote Sovereign Gold Bonds during each tranche and to procure new accounts, as per the instructions from your office.

I offer my sincere and unqualified apologies for the one-hour delay. I solemnly assure you that this will not recur.

In light of the circumstances detailed above, I respectfully urge the esteemed Superintendent of Post Offices, ………… Division, to consider my representation with empathy and grant me relief. I would be deeply grateful for your kind consideration.
