 How the advance copies of representations shall be disposal off? What is the guiding principle?
According to DG P&T No. 118/52-Ests dated 30.04.1952, the guiding principles for disposing of advance copies of representations are as follows:

1. If the advance copy does not clearly demonstrate that the government servant has exhausted all available means of seeking attention or redress from lower authorities, the representation should be ignored or summarily rejected.

2. If the government servant persists in prematurely addressing higher authorities without exhausting lower channels, suitable disciplinary action should be taken against them.

3. If the advance copy clearly indicates that the appropriate lower authorities have been duly addressed and all avenues have been exhausted, the representation should be examined.

4. If, upon prima facie examination, no valid grounds for the representation appear, it may be ignored or summarily rejected, with brief reasons communicated to the government servant.

In essence, the core principle is that government servants must exhaust all available avenues for redress at lower levels before approaching higher authorities. Failure to do so can result in the representation being ignored or rejected, and even disciplinary action.

DG P&T எண். 118/52-Ests தேதி 30.04.1952 இன் படி, பிரதிநிதித்துவங்களின் முன் நகல்களை அகற்றுவதற்கான வழிகாட்டும் கொள்கைகள் பின்வருமாறு:

1. கீழ் அதிகாரிகளிடமிருந்து கவனம் அல்லது நிவாரணம் பெறுவதற்கான அனைத்து வழிகளையும் அரசு ஊழியர் முழுமையாகப் பயன்படுத்தியுள்ளார் என்பதை முன் நகல் தெளிவாகக் காட்டவில்லை என்றால், பிரதிநிதித்துவம் புறக்கணிக்கப்பட வேண்டும் அல்லது சுருக்கமாக நிராகரிக்கப்பட வேண்டும்

2. கீழ் நிலைகளை முழுமையாகப் பயன்படுத்தாமல், அரசு ஊழியர் முன்கூட்டியே உயர் அதிகாரிகளை அணுகுவதில் உறுதியாக இருந்தால், அவர்களுக்கு எதிராக பொருத்தமான ஒழுங்கு நடவடிக்கை எடுக்கப்பட வேண்டும்.

3. பொருத்தமான கீழ் அதிகாரிகளை முறையாக அணுகி, அனைத்து வழிகளும் முழுமையாகப் பயன்படுத்தப்பட்டதை முன் நகல் தெளிவாகக் காட்டினால், பிரதிநிதித்துவம் ஆய்வு செய்யப்பட வேண்டும்.

4. முதல் பார்வையில் ஆய்வில், பிரதிநிதித்துவத்திற்கான சரியான காரணங்கள் எதுவும் தோன்றவில்லை என்றால், அது புறக்கணிக்கப்படலாம் அல்லது சுருக்கமாக நிராகரிக்கப்படலாம், காரணங்கள் அரசு ஊழியருக்கு சுருக்கமாக தெரிவிக்கப்படும்.

சுருக்கமாக, முக்கியக் கொள்கை என்னவென்றால், அரசு ஊழியர்கள் உயர் அதிகாரிகளை அணுகுவதற்கு முன் கீழ் மட்டங்களில் நிவாரணம் பெறுவதற்கான அனைத்து வழிகளையும் முழுமையாகப் பயன்படுத்த வேண்டும். அவ்வாறு செய்யத் தவறினால், பிரதிநிதித்துவம் புறக்கணிக்கப்படலாம் அல்லது நிராகரிக்கப்படலாம், மேலும் ஒழுங்கு நடவடிக்கையும் எடுக்கப்படலாம்.
