 16. Time limit prescribed for disposal of representations requiring inter departmental consultations.

A representation requiring examination within the Ministry / Dept. should be disposed of within six weeks.  Representations requiring inter-departmental consultations should be disposed of within three months.  Final reply should be self-contained, covering all points raised by the employee and if rejected, grounds for rejection should be clearly given.

17. Misconduct' means an act done willfully

The term 'misconduct' means an act done willfully with a wrong intention and as applied to professional people; it includes unprofessional acts, even though such acts are not inherently wrongful. It also means a dereliction of or deviation from duty.

18. CVC guidelines about action on anonymous/pseudonymous complaints

 No action is to be taken by the departmental/organizations, as a general rule, on anonymous/pseudonymous complaints received by them. However, if any department/organization proposes to look in to any verifiable facts alleged in such complaints, it may refer the matter to the commission seeking its concurrence through the CVO or the head of the organization, irrespective of the level of employees involved therein.

19. Due date of declaration about assets and liabilities.

Every public servant shall file declarations, information or return, as the case may be regarding his assets and liabilities as on the 31st day of March every year to the Competent Authority, on or before the 31st day of July of that year.

20. Peaceful assembly without any speech or slogans in office premises is not misconduct.
