The following gist is given below for keeping memory purpose of all the important rules covered under PO Guide Part I as per the syllabus. Please read again and again and keep memory of the following gist of rules in PO Guide Part I.
CSD and PSD (Circle Stamp Depot and Postal Store Depot)
• Now all CSDs & PSDs are merged and called Postal Stores Depot.
• All 23 Circles now have one PSD at their headquarters.
• Maharashtra, Tamil Nadu, and UP have additional PSDs in Nagpur, Madurai, and Aligarh respectively.
RLO (Returned Letter Office)
• Earlier called Dead Letter Office.
• Undelivered articles, where both addressee and sender refuse to accept, are kept in the RLO.
• Ordinary unregistered letters are kept for a month before being destroyed.
• Registered articles are kept for three months.
Foreign Post Offices (FPOs)
• Office of Exchange (OE):
o A post office or sorting office or section that exchanges mails with offices in foreign countries.
o Receives and opens closed bags, and makes dispatches to post offices, mail offices, and Sub Foreign Post Offices in its jurisdiction and to other Foreign Post Offices.
o Maintains accounts related to international mail exchanged with foreign countries, and handles inquiries and indemnity cases.
o Makes up and exchanges international mails with Offices of Exchange of foreign countries after customs clearance.
o An OE can be only an inward OE, only an outward OE, or both.
• Office of Exchange of Transit (Transit OE):
o An Office of Exchange on the border, port, or airport that receives and dispatches only closed mail bags addressed to or received from OEs in India and OEs in foreign countries, including foreign origin bags received in closed transit and destined to another country.
o Exchanges mail with carriers or officials of foreign postal administration/designated operator and coordinates with them regularly.
o Also handles foreign origin bags received in Closed Transit and forward the same to destination countries.

10. West Bengal: Bongaon PO (Bangladesh)
11. West Bengal: Jalgaon PO (Bhutan)
• Foreign Post Offices (FPOs) (as defined by Customs):
o A post office or sorting office appointed by Customs as Foreign Post Office for the clearance of imported goods or export goods or any class of such goods.
o An FPO is an OE where assessment of Customs Duty (and opening of articles for this purpose) on foreign mails is also carried out.
o Customs duty assessment is carried out only for articles to be delivered by post offices under that FPO's jurisdiction.
o Other articles destined for delivery through post offices near other Offices of Exchange are diverted to them for examination and duty assessment.
o Maintains all accounts related to customs duty.

4. Tamil Nadu: Foreign Post Office (Air), Chennai (Office of Exchange/ Foreign Post Office, All (Air route))
5. Tamil Nadu: Foreign Post Office (Sea), Chennai (Office of Exchange/ Foreign Post Office, All surface route articles)
6. West Bengal: Foreign Post office, Kolkata (Office of Exchange/ Foreign Post Office, All)
7. Gujarat: Foreign Post Office, Ahmedabad (Office of Exchange/ Foreign Post Office, All)
8. Karnataka: Foreign Post Office, Bengaluru (Office of Exchange/ Foreign Post Office, All)

• Sub Foreign Post Office (SFPO):
o Receives and dispatches international mail to and from mapped offices within the country (inbound or outbound or both).
o No exchange of mail with other countries.
o Customs examination of inbound/outbound International mail as assigned to the office.
o Assessment and accounting of customs duty.
