56. Rules Digest - Computation of Tenure for Rotational Charges
• Reference: Periodic rotations of charges in the Department of Posts are governed by Rules 37 to 62 of P&T Manual Volume IV, as amended periodically.
• A question was raised regarding whether the period spent as a "Reserve PA / SA" (Postal Assistant / Sorting Assistant) should be included in the computation of tenure for charge rotations.
• Clarification:
o Reserve PA / SAs are stationed at suitable offices within a division to fill short or medium-term vacancies.
o They are not considered to be formally posted to any specific office or charge while serving as Reserve PA / SA.
o Therefore, the period spent as a Reserve PA / SA should NOT be included in the computation of tenure for the purpose of rotational charges.
• This clarification should be brought to the attention of all concerned parties.
Computation of tenure for the purpose of rotational charges
The periodic rotations of charges in operative and administrative offices of the Department of Posts are laid down in Rule 37 to 62 of P&T Manual Volume IV as modified from time to time. A question has been raised whether in the computation of tenure for rotation of charges the period spent by an official as Reserve PA / SA should be included or not. It is clarified that the reserve staff are headquartered at suitable offices in the division for filling up of short or medium term vacancies within the division. They are not posted as such in any office or charge during the time when they are Reserve PA / SA. This may be brought to the notice of all concerned.
