The Damocles sword is always hanging over the heads of the employees in the form of Central civil service rules. These rules arm heavily the officialdom to terrorize the workers and drive them to desperation. The jungle Raj purported in many divisions by the officers floating all the rules and regulations and run amuck as the unbridled horses have neither been checked nor controlled by the officers responsible.

In Delhi circle, frequent issue of dies non even for leave medical certificates becomes the order of the day. The DPS visited one PO after seeing the SO account was not filled for 15 days issued spot order of Dies non for fifteen days to the SPM. Even though One PRl was directed to attend an urgent verification by SSPO on one particular day and not available during his surprise visit the SSPOs is forced to issue dies non to the official by the said officer. Almost in all the divisions under the blessings of the DPS, all office bearers are subjected for transfers and the simple rule the DPS knows is to uphold all the appeals as per the decisions of the divisional head.

In Uttrakhand one officer violating all the rules and norms is blessed by the higher Echelon and he is running a separate administration by terrorizing the officials by his novel method of transfers. One PMG who is constructing a temple uses all the innovative methods for collection (?). The divisional head will issue irregular transfer orders. The official will approach and pay huge sums as donation for construction of Siva temple. There are many new collection methods like sports committee and even the collection are very open, no action? Nothing

One Chief PMG diverted all the funds allotted for repairs to staff quarters in Raipur for beautification of his staff quarters and constructed one tennis court for playing. The higher ups appreciated that he was prevented the encroachment of vacant land by BSNL by constructing the playground by diverting the funds. The same officer has now diverted all the funds of construction of compound wall to Agra HPO and staff quarters for beautification of his quarters again at Agra too. No action. Nothing. 

The funds received from all the circles for the Tsunami relief at Andaman was credited into the personal accounts of one officer. The amount of prime minister's relief funds at Aurangabad was pick pocketed by one officer in Maharashtra. One officer swallowed the auction sale money on old furniture. 
There are many such cases noticed and even unnoticed. The CBI raid on Sri M. S. Bali and his misuse of power is only the tip of the iceberg. Many more hidden skeletons are rolling in the cupboard. The officers are to be given training on humanity, honesty and courtesy. They should be retrained in govt. Statutory orders, natural law, humanistic approach while dealing staff matters etc.

However, the crux of the matter is as to how and whether the recent guidelines and instructions contained in the DO letter preferred by the Cabinet Secretary to all Secretaries including the Secretary Department of posts for maintaining transparency and integrity and honesty by the Officers of the Government India and for taking stringent vigilance action against erring officers would be diverted against all such Officers or they will be allowed to escape unharmed? Let the future answer our doubt.
