21. Model Draft for Implementation of Directorate orders and drawal of notional increment with effect from 1.5.2003

 Many friends and comrades are asking me to prepare a model draft for claiming notional increment by the retired officials on 30 the June or 31st December as per the DOPT orders dated 14.10.2024. Here is a model draft.

A kind reference is invited to reference 1 DOPT orders in the above wherein  it has been categorically stated that the employees who have retired from service either on 30th June or December 31st shall be granted notional increment provided they have completed 12 months service from the date of drawal of earlier increment wef 1.5.2023 onwards which included the officials retired earlier. 

But under reference 2 of the DOP orders, it has been erroneously mentioned that the orders will be applicable only for those retiring on after 1.5.2023. Subsequently vide reference 3, the DOP in its order dated 11.11.2024 has corrected its earlier decision dated 18.10.2024 and clarified that the enhanced pension by taking the notional increment will be applicable for the retired pensioners before 1.5.2023 and arrears will not be paid to them.

Now it is crystal clear and there is no ambiguity  as per the orders cited under 1 & 3, the due revision of pension should have undertaken by this time and arrears wef 1.5.2023 should be paid to me.  I retired from service on Superannuation on ............ as ……………and my last increment was drawn  on.............while in service and I have completed 12 months satisfactory service. Therefore, I am entitled for the revision of pension as per the revised pay Rules 2016 with effect from 1.5.2023 as per the orders. ( in case of retirement after the implementation of Seventh CPC)

NB: In case if retired prior to seventh CPC please change the last line as ‘[Therefore, I am entitled for the revision of pension as per the revised pay Rules 2006 and subsequently refixed as per the RP Rules 2016)’ 

It is therefore requested to refix the pension by taking in to account of the notional increment on the next date of my superannuation and draw due arrears from 1.5.2023 onwards for that kind act I will be grateful.
