Rotational Transfer Guidelines - III                                                                                       

Ø  As per Para 5 (i) of Transfer guidelines letter no.141-141/2013-SPB-II dtd 17.01.2019, for an employee to be transferred before completion of post tenure on administrative grounds, reason to be recorded in writing by authority superior to authority competent to order such transfer is necessary

Ø  Para 5 (iii) of Transfer guidelines letter no.141-141/2013-SPB-II dtd 17.01.2019 to restrict the inter-station transfer to minimum in view of austerity measures,

Ø  Posting of Husband  & wife .as far as possible should be posted in same station as per DOPT OM no. 28034/9/2009-Estt(A) dtd 30.09.2009 which has been reiterated in Para 5 (xvi) of Transfer guidelines dated 17.01.2019

Ø  DG Posts letter no. 6/65-78-SPB II dtd 12.12.1978 in which interalia states that “Transfer of PRI (P)s should normally be effected at the end of academic session even though the tenure period of 4 years expires before the end of the academic session”

Ø  Transfers should be effected sufficiently in advance of the commencement of the academic year and not to be made in the middle of academic year

Ø  As per para 2 H of Department of Personnel & Training O.M. No. 36035/3/2013-Estt. (Res.) dated 31.03.2014   which has been reitereated in xvi of RT Guidelines dated 17.01.2019 - As far as possible, the persons with disabilities may be exempted from the rotational transfer policy/transfer and be allowed to continue in the same job, where they would have achieved the desired performance. Further, preference in place of posting at the time of transfer/promotion may be given to the persons with disability subject to the administrative constraints. The practice of considering choice of place of posting in case of persons with disabilities may be continued. To the extent feasible, they may be retained in the same job, where their services could be optimally utilised.

Ø  A Government employee who is a care-giver of dependent daughter/son/parents/spouse/brother/sister with Specified Disability, as certified by the certifying authority as a Person with Benchmark Disability [O.M. No.42011/3/2014-Estt. (Res.) dated 08.10.2018 reiterated in are exempted from Rotational Transfer reiterated in Para viii of RT guidelines dated 17.01.2019]

Ø  Specied Disability - Locomotor disability including leprosy cured person, cerebral palsy, dwarfism, muscular dystrophy and Acid attack victims (ii) Blindness (iii) Low-vision (iv) Deaf (v) Hard of hearing (vi) Speech and language disabilities (vii) Intellectual disability including specific learning disabilities and autism spectrum disorder (viii) Mental illness (ix) Disability caused due to: (a) Neurological conditions such as Multiple sclerosis and Parkinson's disease (b) Blood disorder- Haemophilia, Thalassemia and Sickle cell disease

Ø  Women employees should be posted to an office only after ensuring basic and essential amenities required for women.
