What decisions were made regarding the counting of the induction training period for the grant of financial upgradation under the TBOP/BCR schemes for departmental promotees versus direct recruits who underwent training prior to 1.1.1986?

Direct Recruits: It has been decided, in consultation with DoPT, that the benefit of counting the induction training period undertaken prior to 1.1.1986 for the purpose of qualifying service under the TBOP/BCR schemes is extended to direct recruit Postal Assistants/Sorting Assistants only as a one-time measure. 

Departmental Promotees: The proposal to regularize cases where Circles allowed this benefit to departmental promotees was not agreed to by DoPT. Instead, the Department was advised to examine the waiver of recovery of excess payments in such cases in consultation with the Department of Expenditure. 

Postal Circles were requested to take action for regularizing the induction training period of direct recruit PAs/SAs who underwent training prior to 1986 for TBOP/BCR qualifying service.
