Under what conditions can government officials be reimbursed for rent paid while staying in State Bhavans or Guest Houses?
The Ministry of Finance provides two different types of reimbursement depending on the official's entitlement and posting:
• For Officials Posted to the Centre:
i. Eligibility: Officials who move to a Central posting and stay temporarily in State Bhavans or Guest Houses run by State Governments or autonomous organizations due to the non-availability of government accommodation.
ii. Reimbursement Amount: They are reimbursed the amount of rent paid in excess of 10% of their basic pay or the admissible HRA, whichever is less.
iii. Mandatory Conditions:
1. The official must have applied for their entitled government accommodation but not yet received an allotment.
2. The Guest House must be located at the official's place of posting.
3. Rent receipts must be submitted as proof of payment.
• For Constitutional Functionaries Entitled to Rent-Free Accommodation:
i. Functionaries who are entitled to rent-free accommodation as part of their service conditions but have not been allotted such housing by the government.
ii. They are reimbursed the actual rent paid, subject to a maximum limit of ₹10,000 per month.
iii. Approved Locations: This applies to stays in State Government Guest Houses, ITDC hotels, or accommodations owned by registered societies like the India International Centre and India Habitat Centre.
