Clarification on Punishment for Non-Performance of OT Duty
143. What are the reiterated instructions regarding the initiation of disciplinary proceedings and the imposition of statutory punishments against officials who do not perform overtime duty?
Following representations from staff unions that officials were still being proceeded against under CCS (CCA) Rules, 1965 for refusing overtime, the Department issued a strict reiteration of its stance. According to Order No. 08/15/2011-SR dated 09.01.2012, all Heads of Postal Circles must follow previous departmental instructions in letter and spirit, ensuring that the imposition of statutory punishment for the non-performance of overtime duty is resorted to only in rare and exceptional circumstances. This directive emphasizes that the authorities should avoid arbitrary disciplinary actions and maintain the guidelines established in earlier communications from 2006, 2009, and 2011
