·        The DOP vide its letter dated 30.6.2022 caused instructions to process speed post and registered articles in a common processing hub.

·        The L1 offices will get merged with National Sorting Hubs (NSH) and L2 offices will get merged with Intra circle Hubs (ICH)

·        Speed Post (NSH/ICH) and registered hubs (L1 & L2) functioning in the same city will merge and there will be only one processing hub.

·       The nomenclature of these merged hubs will remain as NSH (National Sorting Hub)

·        Due to the objections raised by service unions it was not implemented then..

·        Now on 17.10.2024, ordered to implement the earlier orders.

·        Since there is no difference in treatment of speed post and registered articles the existing process results into increased number of closed bags unnecessarily.

·        Therefore, both speed post and registered will be processed at a common processing hub. L1 offices will be merged with NSH and L2 offices with ICH (Intra Circle Hubs).

·        Local will be decided for merger of L1 & L2 in cities where no NSH & ICH exists.

·        The R3 & R4 unions conducted agitational programme against this order and saying that this will cause a serious concern to the staff.

·        Processing of speed and registered articles in one hub will lead to large scale of back routing, rehandling, delay in public mails, space constraints etc.

·        Unions suggested to introduce ICH and PH in all the L2 offices. The unions have announced postcard campaign among the employees. They hold hunger fast programme on 3.12.2024 all over India.

·        The Department of Posts invited union for talks on 6.12.2024.

·        But it released the final orders for implementation of the merger of Speed Post & Registered Hubs.

·        As per this order only 95 NSH & 163 ICH will remain. Rest L1/L2 offices are merged with effect from 9.12.2024.

·        Due to space constraints if the merger is not possible it will function at different locations but with same facility ID.

·        Scant respects to the Unions. Serious Attack. What are we going to record our protest tomorrow?

·        Every chance of bringing back the old proposal of front and back office and merger of RMS with Postal. The merger of SA with PA may also be pushed instead of considering the cadre review for the Sorting Assistants.
