87. What specific threshold of hearing loss, as confirmed by the Head of the ENT Department of a Government Civil Hospital, is required for a Hearing Impaired employee to be eligible for Transport Allowance at double the normal rates, and what is the effective date of this order?
The Office Memorandum (O.M.) from the Ministry of Finance, Department of Expenditure, bearing No. 20/2/2016-E-II(B) and dated 17.01.2017 addresses the Grant of Transport Allowance at double the normal rates to Central Government employees with specific disabilities. The core decision, which supersedes a previous O.M. dated 19.02.2014, is that Transport Allowance at double the normal rates is now also admissible to Hearing Impaired employees, in addition to those who are both deaf and dumb.
The eligibility criteria for "Hearing Impaired employees" is defined as having a loss of sixty decibels or more in the better ear in the conversation range of frequencies, as per the Persons With Disabilities Act, 1995. Admissibility is subject to the recommendation of the Head of the ENT Department of a Government Civil Hospital and compliance with other conditions mentioned in previous O.M.s. Importantly, these orders were made effective retrospectively from 19.02.2014
