The clarification, issued on 20.05.2024 under F. No. 02-17/2022-PAP (Part-I), mandates that the option for pay fixation in the revised pay structure (7th CPC) under Rule 5 of the CCS (RP) Rules, 2016, is strictly limited to cases of promotion or financial up-gradation that occurred up to 25.07.2016 (the date of the Rules' notification), and is not permissible for any such event occurring after that date. This order supersedes previous letters dated 07.10.2022 and 31.01.2023, and all authorities are directed to decide similar cases accordingly, with any benefit previously granted based on the superseded letters required to be withdrawn.
